Solar_Form_Load_Model doesn't load filters

Description

This is an old bug that I think I just forgot to report.

Solar_Form_Load_Model doesn't load filters at all. I've attached a patch.

Hi Antti -- we've discussed this elsewhere, and I think we resolved that the filters can't go into the form, since they may rely on having the Model itself available (which it won't be, in a form). Closing this for now, please re-open if I am in error. Thanks.
